A Numbering Mix-Up

Because the numbering of Whiz Comics started with issue two, the Fawcett executives realized that it was important to get the numbering back on track — but it took them a few issues to do so.
By the actual fifth issue, both the cover number and the indicia matched but it leaves two issues with the number 5 on its cover. The cover with Cap rescuing Beautia is the first #5 while the cover with Cap saving the sinking submarine is the second and true issue #5.

Because the first issue of Whiz Comics was identified as #2, several subsequent releases had numbering issues until Fawcett got its act together!
Whiz Comics #3 had no number on the cover but was listed as #3 in the indicia. Whiz Comics #4 had the #3 on its cover but was listed as #4 in the indicia. Whiz Comics #5 had #4 on its cover but was listed as #5 in the indicia.
A bit confusing, isn't it? The issue with #3 on its cover, is #4 in the indicia while the issue with #4 on its cover had #5 in the indicia.
It wasn't until the true fifth issue of Whiz Comics that the cover number and the issue number matched up!
