Prior to launching its comics line, Fawcett Publications was primarily a magazine publisher. Fawcett's main money makers were movie star magazines like Screen Secrets as well as humor books like Hooey, Smokehouse Monthly and the magazine that started it all, Captain Billy's Whiz Bang.

Fawcett's executives which included the sons of Fawcett's founder, Wilford Fawcett, recognized the popularity of comic books as a form of cheap entertainment and focused their resources to build out their own line.

In 1939, Fawcett Publications took keen interest in the growing popularity of National Periodical Publications' Superman!

Fawcett wanted to enter the comic book market and Ralph Daigh was charged with coming up with a bankable concept.

Daigh assigned the job of creating this new hero to staff writer Bill Parker and staff artist C.C. Beck.
